There's not a lot of context here
So I looked up Espana’s history:

As you can see he works mostly as a fourth official until this year.
Jeffrey Solis has also been an official since 2009. His most high-profile match was this year’s US Gold Cup match against Guadelupe. He gave out three yellow cards – all to Guadelupe.
