Sounders made offer to Jan Gunnar Solli; he declined

The former New York Red Bulls player is a Free Agent at this time. According to a report in Norway he is will play for one of their clubs but Seattle did make an offer.

Sometimes the whims of a blogger became reality. When Jan Gunnar Solli was released by New York Red Bulls Sounder at Heart's Jeremiah put him on a short list of players that Seattle Sounders FC should pursue. It would seem that actually happened, though the timeline is unclear. A report out of Norway says that Solli is being pursued by several Norwegian clubs and the Sounders. (translate)

Solli is a right mid, right back type who made good money in 2012. The interest in Seattle would likely be as a right back, but is unstated. Seattle is often connected to players that do not sign. Being one of the haves of MLS means that agents can use this club to drive prices up on their player who eventually gets a deal in Europe. This is not confined to just the DP rumors, but players who would fit throughout the depth chart.
